Prof. (Dr.) Umesh C. Rathore is presently working as Director-cum-Principal at Govt. Hydro Engineering College Bandla, Bilaspur since 18-02-2026. He also served as Director-cum-Principal at Atal Bihari Vajpayee Govt. Institute of Engineering & Technology (ABVGIET) Pragatinagar, Shimla from 08-02-2023 to 17-02-2026. Before joining as Director-cum-Principal, he was working as Professor & Head (Electrical Engineering Department) at Govt. Hydro Engineering College Bandla, Bilaspur since 01-10-2019 till 07-02-2023. He joined as a regular faculty in the Department of Technical Education, Govt. of Himachal Pradesh on 27th December, 1999 through Himachal Pradesh Public Service Commission Shimla. Born in Chamba, Himachal Pradesh, Prof. (Dr.) Umesh C. Rathore completed his B.Tech. Degree in Electrical Engineering from REC (Now NIT) Hamirpur in 1994. Before joining the teaching profession, he has an industrial experience of about 5 years in leading MNC as an Electrical Engineer. During his tenure in industry, he handled installation, operation and maintenance of electrical and instrumentation system in the process industry. There he also had a working experience on PLC, SCADA and DCS based automation systems. After serving in MNC for five years, he joined Department of Technical Education, Govt. of Himachal Pradesh as regular faculty in 1999 through Himachal Pradesh Public Service Commission Shimla. He completed his Master of Engineering in Instrumentation & Control from Panjab University Chandigarh with Gold Medal. He is also a recipient of Dr. S.P. Luthra Gold Medal award conferred on him for his best performance in M.E. program of NITTTR Chandigarh. He completed his PhD Degree in Electrical Engineering from SLIET University Longowal, Punjab (A Central Government Deemed to be University under Ministry of Education, Govt. of India) with specialization in Small Hydro Power Plant Control. He has also authored six books (Industrial Instrumentation, Basic Instrumentation System and PLC, PLC & Microcontrollers, Energy Management, A Text Book of Electrical Workshop Practices, and Energy Science & Engineering) in the field of Electrical, Electronics & Instrumentation Engineering. He has also published many research papers in reputed international journals and conferences. He has also reviewed many research (PhD) thesis of reputed universities in the field of Electrical, and Instrumentation & Control Engineering. He has one PhD student and presently guiding one student enrolled under Govt. and Private Institutions/Universities. His areas of interest include Renewable Energy Conversion Systems, Power Electronics & Control of Drives, Industrial Instrumentation, Programmable Logic Controller, Energy Management and Hydro Power Plant Control. During his entire service in Govt. institutions till date, he has also handled many other administrative responsibilities assigned to him from time to time. He is also associated with many Universities, HEIs, Public Service Commissions, and various Industries and organizations for various academic, research and other administrative activities. Till now he has a total experience of about 30 plus years mainly in administrative and academic fields in state Government institutions. Presently looking after the complete administrative related activities as Director-cum-Principal at Govt. Hydro Engineering College Bandla, Bilaspur and also serving as Nodal Officer of proposed MIISTER (Multidisciplinary Institute of Innovation, Skill, Technology, Entrepreneurship and Research) University Ghumarwin, District Bilaspur.

The idea of Government Hydro Engineering College in Bilaspur district of Himachal Pradesh was conceived in 2009.
Himachal Pradesh government in July 2016 had signed special memorandum of understanding (MoU) with Government of India, NTPC & NHPC for the setting up college. This ambitious project with the financial supportof NHPC and NTPC is to be set up at Bandla in Bilaspur district at the cost of Rs 125 crore.
After long wait finally this ambitious project has matured on April 27, 2017.
The institution has its BOG under the Chairmanship of Secetary Technical Education to GoHP. Under its 4th BOG meeting the institution was given the name as Government Hydro Engineering College .
The institute has Government & AICTE Approval for four branches (Civil Engg., Electrical Engg. ,Computer Science Engineering (AI&DS) & Mechanical Engg.)
The approved institution master plan is constructed by National Project Construction Corporation (NPCC Ltd.).
The institution is currently running three B.Tech courses in Civil Engineering, Computer Science & Engineering (Artificial Intelligence & Data Science) and Electrical Engineering, having intake of 60 in each course. The M.Tech in Electrical Engineering (Vehicle Technology) is started from 2025 academic session.
